1.) It was my understanding that you could not advance a ball on a fumble.
2.) How is it that we could not decline the penalty on the false start?
Basically, Tennessee beat us tonight because they fumbled and commited a penalty. How is that possible?

They also benefited from the gift on fourth and 1 when they called Captain for pass interference. That led to their second TD.
I believe the ball is blown dead at the line of scrimmage on a false start penalty. I am assuming the whistle blew prior to the kick. If my assumption is correct then to decline the penalty would be to decline the 5 yards only since the play is not penalized a down. Then again, I may be incorrect.
